Washington is rolling counter-clockwise to lead the eye downward from the left corner of the page away from the gaze of the Ausprey which is the likely starting point for a viewer because people are drawn to faces. Therefore, most viewers will likely notice these facial images first (the ausprey then George) to begin their eye path.
